Michael D. McCoy is a Partner of Harper & McCoy, A.P.C., a law firm based in the Inland Empire dedicated to representing California’s first responders, public safety employees, and their families. Mike is a panel attorney for the Peace Officers Research Association of California (PORAC) Legal Defense Fund and the California Correctional Supervisors’ Organization (CCSO). At Harper & McCoy, he serves as a trusted resource for clients facing administrative disciplinary actions, providing comprehensive representation from the initial interrogation through administrative appeals.
Mike is one of the firm’s most requested attorneys, representing both sworn and civilian law enforcement and correctional personnel, as well as firefighters. He has successfully represented clients before neutral arbitrators and Administrative Law Judges with the California State Personnel Board, the Public Employment Relations Board (PERB), and the Office of Administrative Hearings.
As a member of the firm’s 24/7 Critical Incident Response Team, Mike responds to significant incidents including officer-involved shootings, in-custody deaths, and major uses of force. He has been engaged in police defense work since 2009, following his service retirement from the Colton Police Department.
In addition to his legal defense work, Mike leads the firm’s Negotiations Team and serves as a chief negotiator in labor contract negotiations. He also oversees general counsel matters including grievances, client relations, and legal training initiatives.
Prior to practicing law, Mike served with the Colton Police Department for 23 years, where he was actively involved with the Police Officers’ Association. He worked in Patrol, the Multi-Enforcement Team, and played a key role in revitalizing the department’s Traffic Division and Motor Program. As a motor officer, he was certified as an Advanced POST traffic investigator. While serving as a full-time officer, he earned his Juris Doctor from California Southern Law School in 2008.
Mike holds a Bachelor of Science in Public Administration and Outdoor Education from Cal Poly Pomona. He is married and the proud father of four adult children, including triplets.
