Overview

Tiffany Moran serves as a Labor Representative at Harper & McCoy, where she plays an integral role on the firm’s negotiations team. She represents public sector employees in a wide range of labor matters, bringing a strong commitment to advocacy, strategy, and collaborative problem-solving at the bargaining table. She is also an instructor for PORAC and is one of the instructors for the Collective Bargaining course.

Biography

Tiffany began her law enforcement journey in 2001 as a non-sworn employee at the San Bernardino County Sheriff’s Academy. In 2004, she was hired by the San Bernardino Police Department, where she graduated from the academy as a San Bernardino Law Enforcement Trainee. Over the course of her career, she served in a variety of roles, including Patrol Officer, Crime Impact Team Officer, and District Resource Officer. In 2011, she was promoted to Detective and assigned to the District Crimes Unit, specializing in investigations involving economic crimes and arson. She collaborated closely with the city’s Fire Department and completed all of the State Fire Marshal’s arson investigation courses.

Tiffany also served as the Secretary/Treasurer of the San Bernardino Police Officers Association from 2016 until her medical retirement in 2017. In this role, she was responsible for overseeing the association’s finances and conducting an annual salary survey covering over 50 comparable agencies across California to help guide compensation strategy.

Tiffany holds two Bachelor of Science degrees in Accounting and Interdisciplinary Studies, as well as a Master of Public Administration (MPA) from California Baptist University. She has earned an Advanced P.O.S.T. certificate and completed hundreds of hours of advanced officer training. Tiffany has been a proud Certified Fraud Examiner (CFE) since 2018 and a Retired Associate Member (RAM) of the Peace Officers Research Association of California (PORAC).

Coming from a law enforcement family—her father and both brothers have served as police officers in Southern California—Tiffany brings not only professional expertise but a personal dedication to protecting the interests and rights of public safety personnel.
